The QA Systems Manager works under the supervision of the Director of Specialized Services, and in coordination with the Director of Residential Services, Assistant Directors of Specialized Services, and Director of Day Services, in ensuring and implementing effective and efficient quality assurance systems across agency service components by providing additional oversight to residential and day programs and conducting regular reviews.
*QUALIFICATIONS* * High School degree required; college degree preferred.
* Ability to comprehend and write English at traditional Grade 12 level.
* Possession of a valid driver’s license, a safe driving record, and an agreement to use one’s vehicle for business purposes on a regular basis.
* Minimum of two years of experience working with people with developmental disabilities.
* Knowledge of DDS and CARF regulatory requirements.
* MAP-Certified or able to become MAP-Certified within 3 months of hire * Strong organizational skills and attention to detail * Competency in Microsoft Excel and comfortable with working with various computer-based tracking systems.
* Ability to work both independently and as part of a team * Acceptable Criminal Offender Record Information (CORI) & fingerprint check.
*ESSENTIAL DUTIES* * Aids in implementation and monitoring of operational practices, policies, and procedures, working closely with the Director of Specialized Services, * Director of Residential Services, Associate Director of Specialized Services, Director of Day Services, Program Managers and Coordinators.
* In coordination with the Director of Specialized Services develops and implements systems for internal quality assurance audits; serve as a resource for problem identification, resolution and continuous service quality improvement.
* * Complete Site Observations (in coordination with Coordinators, Supervisors, and Program Managers), Record Reviews (in coordination with Coordinators, Directors, Assistant Directors, Program Managers, and Case Managers), and medication reviews (in coordination with Director of Health Services and nursing staff) for each program every 4 months.
* Work with Director of Specialized Services to develop a schedule for reviews, sensitive to the schedules and workloads of fellow team members, and communicate changes to Director of Specialized Services and others as needed.
* Complete reports after each review to summarize findings and assign Action items to team members to ensure follow-up and completion of all action items.
* Review additional documentation (including Medication Administration Records) as assigned, as directed by Director of Health Services.
* Work with Director of Specialized Services to develop strategies to strengthen systems on the programmatic level and ensure that documentation systems are consistent across all sites.
* Collect data and metrics as required to measure quality of programs and success of systems.
* Assist with staff /supervisor training as assigned by Director of Specialized Services.
* Ensure that individuals’ rights are protected, and promote opportunities for individuals to exercise control, decision-making and choice-making.
* Ensure that services are meaningful to people’s interests, needs and status as adults; delivered in a dignified manner; and related to established goals.
* Assist as needed in preparing for service audits including Licensing and Certification, CARF, and Mass Health/LTSS.
* Promote quality services by enforcing established policies, procedures and regulatory standards related to quality assurance.
* Serves as a resource to Program Directors, Managers and Coordinators to aid in ensuring that systems and procedures are being implemented effectively.
* Implement program quality assurance activities as appropriate to raise level of service quality.
* Ensure conformance to Agency philosophy, policies and procedures within assigned programs/services.
* Assist with other tasks as required to ensure continuity of Quality Assurance systems.
* Assist with and Monitor HCSIS Alerts/ Process Management to ensure conformance to regulations and to address required Agency follow-up.
* Submit reports for documents requiring completion (including collecting data from HCSIS) and ensuring follow-up.
* Facilitate collection and review of program receipts in coordination with the finance department.
* Use Microsoft Excel to develop and maintain tracking systems, in coordination with Director of Specialized Services.
* Audit financial records for residents as needed.
* Ensure all Fire Drills and Safety Plans meet DDS requirements, and complete/update and submit EESPs in conformance to regulatory mandates, in coordination with DRS/ADSS.
* Interact with individuals/families to identify opportunities to improve service quality by conducting annual Satisfaction Surveys and charting results for Annual Management Report.
