The Town of Middleborough is seeking qualified applicants for an experienced municipal finance leader to serve as our first Director of Finance.
Responsible for the complete and overall coordination and direction of all financial management and accounting operations of town government including administrative, supervisory and technical work, under the direction of the Town Manager.
Coordinates the operation of the offices of Assessing, Treasurer/Collector, and Town Accountant.
All other related work as required.
Primary responsibilities include ensuring Finance Department offices operate efficiently and fulfill the directives of the Town Manager; develop five-year municipal forecasts and Capital Improvement Plans; assist in the development of the annual recommended budget; participate in the preparation of revenue estimates and forecasting of expenditures during the budget planning process; provide the Town Manager with periodic reports on the status of budget and annual revenue projections, with recommendations for corrective actions as necessary; serve as the Town’s financial authority at Town Meetings; work with departments to comply with budgets; maintain the accuracy of all financial records; coordinate year-end audits and provide content for the Town’s basic financial statements; supervise the Town Accountant’s office; provide decision support for Select Board and Town Manager initiatives; and prepare cost/benefit analyses, rate studies and other reports as needed by the Town Manager and department heads to make informed decisions regarding purchasing, reorganizing and other operational decisions.
The ideal candidate will have six years of experience in an accounting, finance, or business management capacity, preferably in a Massachusetts municipality; three years of experience supervising a team of multiple staff members; and a Bachelor’s or Master’s degree in accounting, finance, business management, public administration, or a related discipline.
Preference will be given to candidates with systems conversion experience and those with knowledge of MUNIS.
Applicants must be proficient with Microsoft Excel and Word, able to identify problems and devise solutions, and work and communicate well with people having diverse financial backgrounds.
Systems Used: Microsoft Office, SoftRight (currently), New Vision (currently), Harper’s Payroll Services, and DOR Gateway.
The Town will be soliciting quotes for a new financial management system.
